Org. Setting and Reporting 

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on the Conservation of Migratory Species of Wild Animals (also known as CMS or Bonn Convention) aims to conserve terrestrial, marine and avian migratory species throughout the range. It is an intergovernmental treaty, concluded under the aegis of the UN Environment, concerned with the conservation of wildlife and habitats on a global scale (wwwNaNs.int). This post is located in UN Environment/CMS at the Bonn duty station.
Under the day-to-day supervision of the Associate Programme Officer (Sharks MOU) and the overall supervision of the Head of Aquatic Species Unit, the incumbent will perform the following functions:


Responsibilities 

1. Coordination of the Sharks MOU by:

(a). Assist in the planning and implementation of work; monitor the status of ongoing activities and receipt of relevant documentation for review and approval;

(b) Compile, summarize and present basic information/data on specific related topics or issues;

(c) Review documents, cost plans/budgets for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies and distribute documents to relevant parties upon approval;

(d) Review budget revisions; verifyavailability of funds; ensure necessary approval and entry in the administrative system;

(e) Serve as focal point for administrative coordination of implementation activities, initiate requests, obtain clearances, process and follow up on administrative actions, e.g. travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services, etc.,

(f) Compile, summarize and enter data on project delivery; draft status reports, identify shortfalls in delivery, budget overruns and bring to the attention of the supervisor,

(g) Draft correspondence on budget-related or other issues and prepare and update periodic reports, brief notes, graphic and statistical summaries;

(h) Provide general office assistance; respond to complex information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; organize logistics for meetings, workshops; proofread, format and upload documents on the website; handle routine administrative tasks.

2. Assist the Unit and the UN Environment/CMS Secretariat by:

(a) Contribute to the preparation, organisation and running of the meetings of the Sharks MOU and wider CMS governing bodies (Sharks Meetings of Signatories and Advisory Committee Meetings, CMS Standing Committee, Conference of the Parties);

(b) Perform other duties as assigned by the supervisor or the Head of Unit. 


Education 

Completion of secondary school and secretarial training or equivalent is required. Supplementary courses and/or training in administration, project management or other relevant field is an advantage. Candidates MUST have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices away from Headquarters. 


Work Experience 

A minimum of five (5) years of relevant work experience in programme or project administration, technical cooperation or related area. Experience working with an international organization is desirable. 


Languages 

English and French are the working languages of the United Nations Secretariat. . For the post advertised, fluency in oral and written English is required. Knowledge of French or Spanish is an advantage. 


Assessment 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded for an initial period of one year and may be subject to extension. Appointment against this project post is on a local basis. External candidates will be considered only when no suitable candidate from the duty station is identified. The candidate is responsible for any travel expenses incurred in order to take-up the appointment. Staff members are subject to the authority of and assignment by the Secretary-General. All staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

联合国环境规划署的主要职责是:贯彻执行环境规划理事会的各项决定;根据理事会的政策指导提出联合国环境活动的中、远期规划;制订、执行和协调各项环境方案的活动计划;向理事会提出审议的事项以及有关环境的报告;管理环境基金;就环境规划向联合国系统内的各政府机构提供咨询意见等。
